He went from a state expert and an assistant of a People's Deputy to the director of the Department of Cultural Heritage Protection of the Kyiv City State Administration, which was created on his initiative. During his leadership, a number of systemic changes were initiated, in particular, the Center for the Conservation of Archaeological Objects was created and the city's targeted programs for the preservation of Kyiv's heritage were developed and implemented for the first time.
At the beginning of the full-scale invasion, he organized measures to secure 28 monuments of monumental art in Kyiv together with the public (without using budget funds).
